Yes. A prosecutor can dismiss a case at any time. Sometimes a case can be dismissed at a pretrial conference. Usually for a prosecutor to dismiss a case at a pretrial conference, the defense attorney will need to present a compelling reason to dismiss the case.
For some misdemeanors, there can be a dismissal at a pretrial conference in exchange for a plea to a civil infraction or an ordinance violation. This would mean that there would be a non-criminal result that keeps the person from having a criminal record. Dismissals are not possible in every case.
